On and Off for the last 15 or so years land owners on the flanks of Belham Valley have been evicted and forcefully banned from living in their homes. At the whim of the Government based on questionable “science” from the MVO land owners and home owners have told that the volcano COULD, maybe, might blow, burn, char or obliterate Old Towne off the map.

Well what the volcano could not do, the Government of Montserrat is still determined prove that Old Towne is not a place for mostly expats. By centering a major manufacturing center in Belham Valley the home values surrounding Belham Valley will continue to decline. The beach will be worse than useless. The continue rumble of major land moving and rock crushing equipment will continue from the pre-dawn to long after dark.

Question is – what plans does the UK handlers have for South of Belham? The rumor mill has long held that the UK intends to turn over the South of the Island to the US military.

Does anyone believe that the kangaroo courts of Montserrat can render a legal decision for the homeowners and land owners of the hills surrounding the major industrial disturbance planned BY the Government of Montserrat???

If you managed to read the post below and followed this link. You  would have read this revealing paper — which in fact seems to show exactly where the UK government found the magical computer modeling data. IF the MVO ever releases the data to the property owners for independent evaluation — then it is highly likely that data will match the lines drawn in this report. What this means is that any “modeling data” will be back dated  to conform to the notions presented in the above linked article.

Note the mention of Montserrat as a STUDY AREA.

This paper describes how GIS based LIS was implemented in hazard mapping and vulnerability assessment on Montserrat. It demonstrates the overall methodology adopted to achieve these objectives and gives an idea of the future potential of its application in the management of catastrophes.

Study Area

Based on the seventh meeting of the Scientific Advisory Committee (SAC) (3) on Montserrat Volcanic Activity that took place on August 28 to 30, 2006 (MVO 2006), it was concluded that the continued rapid growth of the lava dome posed a serious hazard to the nearby occupied communities.

The SAC advised that “the likelihood of these hazards is strongly controlled by the rate of extrusion, with high rates more likely to initiate both collapses and explosions.” In this particular setting, a large dome almost reached the point where it was capable of overtopping the crater rim, and potentially being able to send pyroclastic flows in multiple directions.

Using standard GIS techniques, the impressions prepared by the SAC, showing population Areas [1-3] in Figure 5, were transformed into GIS-ready “polygon shapefiles.” After scanning and georeferencing the image, digitizing was carried out. These polygons then were overlaid on an aerial photograph of the area at risk (see Figure 6).

Based on the resulting images this map produced, it was decided that persons who fell within the 12M cubic meter
and 20M cubic meter polygons be evacuated from their homes and relocated further north. This occurred successively in January and February of 2007. As a result of this evacuation, the safe area boundary line shifted further northward on two occasions, causing a decrease in the size of the area that was safe to occupy.

Additional data was incorporated from the Land Information System (LIS), as shown in Figure 7. The names of owners were extracted to enable the Disaster Management Coordination Agency (DMCA ) to personalize the emergency evacuation notice to those persons who were vulnerable and to ensure that these persons complied.

(see — they are making a list and checking it twice — of course there is NO mention of WHERE the evicted are supposed to live. This individual etc. just wants the home owners GONE. Period. Home owners are ordered by the police to get OUT — but no one in the dogmatic UK government really gives a damn where the homeowners are supposed to go. )

Police checkpoints were put in place on the ground to ensure that no unauthorized personnel entered the newly designated unsafe area. The GIS also was used to map these police checkpoints to ensure that all the routes in and out were covered by security (blah blah — edit).

Analysis

Based on the advice of the Montserrat Volcano Observatory (MVO), (4) the DMCA requested that changes to the map be made as the situation at the volcano changes. It is useful to highlight the way in which the boundary of the safe and unsafe areas shifted during the course of the year 2007. As seen in Figure 9, the unsafe area increased in January 2007 (A), increased even further in February 2007 (B), but decreased significantly by September 2007 (C). This is a direct result of the ongoing activity at the Soufriere Hills Volcano.

CONCLUSIONS (why the UK feels the need to be a nanny.)

The application of GIS in hazard mapping and vulnerability assessment on Montserrat has provided the disaster managers and the government of Montserrat with the necessary tools to manage a crisis on the island more efficiently. We have seen that hazard mapping is a quick way to inform residents of impending danger.

Moreover, GIS has proven a useful tool for the management of disasters and the relocation of residents during an emergency for it allows the potential for better decision making in an urgent situation. GIS techniques can be used to analyze and visualize an emergency situation, thus allowing decision makers to make informed decisions based on data they can see.

GIS further provides the means for different governmental agencies to participate in a full range of emergency management activities. Data is brought into one focus, helping to identify what needs immediate attention, what can wait, and what can be delegated. Having knowledge ahead of time can benefit those on the front line, such as the police, fire, and medical departments.

Emergency crisis events impact more than just people and facilities. They also have an impact on the environment, crops, and livestock. This GIS tool has given the government of Montserrat impetus to continue to manage all limited resources (environmental, ecological, etc.) on the island in a sustainable fashion.

(1) Safe area covers the north of the island, which is separated by an imaginary line recommended by the volcanic scientists. This area, as compared to the southern part of the island, is considered at minimal risk of volcanic activities.

(2) Unsafe area covers mainly the south and southeast areas of the island, which are in close proximity to the volcano, considered at high risk and thus excluded from all kinds of development and human activities.

It is  too bad if anyone feels insulted by this review of the lack of candor and honesty by the so called “scientific” community who feel entitled to turn Montserrat into a “Study Area” for the sole benefit of field “researchers”.

NO WHERE in this paper is there any mention of the RESIDENTS affected by the high and mighty do gooders who feel the need to protect the savages (home owners). Home owners are treated like convicted felons for wanting to take shelter in their own homes rather than being forced to live on the streets HOMELESS in Montserrat.

All along the “scientists” have claimed that they were using complicated “modeling” software — yet these same “scientists” refuse to produce the data. At this point we must conclude that no data from “modeling” does in fact exist.

There is also the myth that if anyone dares to complain about rule from the UK about who may or may not live in their own home and make adult decisions — then these faceless and nameless bureaucrats will make life even more difficult. Or this may not be a myth at all — seeing that home owners have been evicted from their homes nearly a dozen times.

Too bad Old Towne etc. is filled with so many uneducated and primitive types who don’t know enough to come out of the rain. This seems to be the attitude of the UK bureaucrats.

The UK has just has had a change of government — will the bat sh*t crazy bureaucrats in the UK continue their nanny policy toward Montserrat — or will the homeowners of Old Towne (etc.) be allowed to decide their own fate? People are leaving or refusing to return to Montserrat because living there has been made impossible by the Nannies in the UK.

A new puppet Governor will arrive soon from the UK. Whoopie do.

The SAC and MVO were WRONG in Feb 2007 — and THEY know it.Yet they still publish garbage to cover up their SCARE science.

A simple apology from the so called scientists would be nice — but no — they publish garbage to cover up the fact that they were not being honest about the DIRECTION of the volcanic activity.

As far as Predicting — the SAC and MVO gets an F- — as for figuring out what the volcano has DONE — after the FACT the mvo and SAC gang gets an Incomplete.

The F team at the mvo in February 2007 didn’t even BOTHER to go and LOOK at the east side to SEE exactly what was happening. For that the mvo gets an F.

Since after all these months and years they cannot find this data which produced the image used by the government to evict Old Towne home owners — the logical conclusion is that the data doesn’t exist. What probably happened is that a grad student somewhere did a bit of creative coloring using PhotoShop Software.

Or the other explanation for the missing data is that the MVO has something to hide.

Produce the data and allow others with backgrounds in math and Engineering to review the data. That is what real scientists would do.
